Sample Answer 1:
As the most of the countries’ revenue is collected from the public through the taxation system, it is imperative that governments spend the available fund for the most effective public services of the nation which is beneficial to society at large. Some people believe that governments should allocate sufficient fund for promoting music and arts as these kinds of entertainment activities help adults as well as children to get much relaxation, reduce their tensions and stresses in their busy day to day life. However, from my point of view, countries should employ most of their funds in important public services such as education, health and transport systems rather spending money on entertainment activities as this sector is less beneficial to the public than that of the important the three sectors mentioned above.

The most important sector of the economy is the education as the development of in this sector is one of the crucial requirements for a sustainable growth of a country in a long run. The governments all over the world have the responsibility to ensure that every citizen of the country is educated, at least to read and write. The investment in this sector will be in the form of establishing more schools, universities and vocational training centres for the school drop-outs and also providing scholarships for continuing higher education.

The next essential sector of the economy is the health. It is vital that everyone in the society has the means to get the basic health benefits. Governments can invest in the health sector in many ways. The medical practitioners should be taken care by providing them with the sufficient remuneration and benefits so that the important skill migration in the medical field of the country could be avoided. Also, the authorities can educate the general public and implement many vaccination programs across the countries to eradicate many diseases such as polio, chicken pox and malaria.

The last but not the least significant sector of the country is the public transportation system. States’ funds should be deployed in putting up proper transport network systems such as the building of metro-train facility around the city. More lanes on the highway roads can be built to facilitate the car-pooling for the commuters. This facility will reduce the carbon fuel emission and helps to reduce the global warming.

In conclusion, governments should spend a major portion of their funds on highly demanding public-service sectors such as health, education and public transportation rather than spending a huge money on the entertainment sectors such as theatres and music.

Sample Answer 2:
It is certainly understandable that government should start looking at ways of improving their public facilities to a sustainable development. Government have to make a real innovation in keeping the stability of the society, which means that people should get good service from their government. There was a statement said that government should utilise the money for public importance, and do not use this money for other things like arts (music and theatre). Personally, I disagree with that statement. In the following paragraphs, I will give my reasons to support my opinion.

Nowadays, to face the period of development, as a country they have to compete with other countries. Arts can offer a positive contribution to the development of the quality of life as a country. I believe that each country has their ability then they can compete with the others. For example, recently there are some world competitions related to ‘singing’ such as World Choir Competition, ASIAN Idol, etc. Every country sends their best participants to follow the competition. Two years ago, Indonesian delegate taking part in World Choir Competition held on 15–17 March 2013 at Belgium. They have to compete with 57 countries, and finally, they got gold medals for several categories.

In addition, I think that if a government invests some money to arts sector, it will create many advantages for the country itself. For instance, Indonesia has talented people in painting field, it means that they can make a beautiful creation to sale. One of popular painting is ‘Monalisa’ drawing. The Painting already became everlasting painting because it was drawn by the  talented person, which the painter already creates many advantages for himself and his country. Another essential thing is people have to make a good teamwork with the government to produce huge advantages related to arts creations.

In conclusion, the government should invest some money to improve arts creation because it has a big opportunity to make a country more successful.

Essay Topic: Some people think that the government is wasting money on the arts and this money could be better spent elsewhere. To what extent do you agree? Answer: Arts sometimes reflect the cultural heritage of a country and also depict the creativity of an individual. While many believe that financing in arts is a wastage of money, I am of the opposite view. Supporters of the idea think that huge funds for arts hamper the national well-being. They also say that available monetary resources could be put to use in building more hospitals, roads, infrastructure and schools. This would mean increased care of the sick and improved transportation to previously inaccessible areas. For children, literacy rates will see a rise. However, while investments in such public sectors are crucially vital, spending on the arts is equally important. Allocating money to the development and sustenance of arts helps to boost the economy. Art galleries can attract tourists from all over the world, generating revenue in return. It is also the case that viewing and practising is a source of venting out stress and recreate. Such activities also portray a positive picture about a nation and help the citizens to feel pride. If governments fail to support arts fiscally, many art galleries and theatres would not be able to survive or run a business on their own. This could also be a potential threat to the locally surviving handicraft companies. Hence, it is clear to me that spending on arts is beneficial both for the individual and the society. Therefore, funding arts is not squandering money .
